    Of course not.  The updating of Frogmore Cottage was paid for by the 'public purse' (the taxpayer) and they, jointly, promised to pay it all back.

    I don't understand why Harry would remotely consider sueing Meghan for those monies?

    It would be up to the Queen. Electing to pay money back to her when it wasn't a loan does not mean they owe it. The 'public purse' in this case is the Sovereign Grant allocated to the Queen from the Crown Estate and does not come from the taxpayer.
