Why is the cheatah a female and not male the upcoming wonder woman 1984?

Because the character has always been a woman.
The original Cheetah was introduced in the 1940s by Wonder Woman's creator William Moulton Marston. His vision of Wonder Woman was heavily based in allegories of his ideas about feminism and the importance of female power and leadership (Marston was a bigamist in his personal life with a fetish for bondage, which is why Wonder Woman has a lasso as a weapon). The Cheetah was supposed to represent a negavite vision of womanhood which was contrasted with Wonder Woman's strong loving dominant version of womanhood.
The current version of Cheetah, and the one appearing in the film is Dr Barbara Minerva, an archeologist who gets mystically turned into a cheetah woman. For the past several years she's been portrayed as a one time friend of Wonder Woman's who has become an adversary, sometimes against her will, and who Wonder Woman has tried to reform and rescue.

Because "Cheetah" sounds like a girl's name and because making it a boy and calling it "Cheetoh" would make everyone think she's talking about Donald Trump.
