Is it rude to point out that someone is really quiet and socially awkward?

    In my opinion, yes (unless they specifically asked. Then, it depends.). Assuming that they didn't ask you, it's very unnecessary and they probably already know that they're quiet and socially awkward.

    It might be more useful and effective to simply speak to them in a friendly way, show them a little personal attention.

    Pointing out the obvious makes one dummy themselves down. 

    Not an attractive look on anyone.

    It depends on how it is presented.  If it is meant to ridicule it is definitely rude.  But if it is meant to encourage or help, not necessarily.

    it's not rude if it's simply the truth. you just made an observation about them and pointed something out without using any insulting words so i cant see why it should be rude in any way.

      i think people are just a bit too sensitive nowadays. there isnt any harm in being called quiet or socially awkward, it wont affect you negatively in any way...

    Yes it is. You are calling unneeded and unnecessary attention to something that everyone is aware of in the first place. It is only acceptable for young children that don't know any better and even they are usually corrected by their parents or others around them. The fact that a person the age that should know better would do such a thing makes it appear that their parents did a poor job of raising them.  It reflects negatively on both that persons parents as well as the individuals character.
