Is it okay for dogs to play with brand new tennis balls?
Especially with the pungent smell. Is this a sign of a harmful chemical when chewed?

Read up on why standard tennis balls can be dangerous for dogs.
Especially Large dogs.
My friends Gsd had to be rushed to the vets a few weeks ago with a tennis ball stuck in its throat. It almost died.

Non-tennis balls are better. The glue used to attach the felt can destroy their tooth enamel. Racquet balls (if your dog isn't too big) and balls designed for dogs are better.

If you get them from a pet shop - then they should be safe for dogs.
