After a bit of investigation I learned that this is not uncommon in America. Is this omission meant to help the students pass with less requirements? What type of signature does a student use. Is it an 'X' with a witness or just printed? That is assuming that the student knows the alphabet. I learned 'typing' or rather keyboarding and cursive in the late 60's. What I'm reading is students are not capable of learning both in 4 years. Yikes! Welcome to Hope and Change.
