16 world titles was an achievement, I don't think anyone should surpass Flair's record, to be honest

Does anyone deserve it? No, but the WWE will have Triple H surpass it. It won't be the same though. Flair was World Champion for three different organizations. And another thing, since WWE has both the WWE and the World Championships, they should be considered co-champions and only count as half. So all five of his World Heavyweight Championships should only count half, making it two and a half reigns, not five. His last 3 out of 8 WWE Championships should also count half, making it six and a half instead of eight. So his total should be 9, not 13.

Yes.There are many people who deserve it more than Flair.
People like Kurt Angle,A.J Styles,and Randy Orton.Ric Flair himself didn't deserve the amount of titles he "won" over the years.
