Give them a huge fine like most previous cases and set a rulings for clubs to take care of youths from now on. This case is not really worth its publicity given that many clubs around Europe are doing it with or without the benefit of cash.

maybe some large amounts of money was exchanged under the table so Chelsea escaped any punishment
