Total mythology of course. In fact, the story has gotten garbled since the first incarnation. Originally, the tale said that friends of the Clintons aboard Air Force One had taken souvenirs, including silverware. Then it got expanded into
the Clintons stole the White House silverware and vandalized the White House before Bush took office (urinating in offices and stealing the Ws of off keyboards, for example). None of it ever happened, of course, as Mark Lindsay, assistant of
Management and Administration, and even George Bush himself told CNN on January 27th, 2001.

What's funny is if you watch Woody Allen's 1973 movie
"Sleeper," he jokes about Nixon stealing the White House silverware. As far back as Andrew Jackson, such nonsense has been been spread by political rivals. That modern Amercians --- the ones who will answer your question by saying "YES!"--- can still be stupid enough to believe it demonstrates the average mentality of Americans, as well as their ignorance of history. What a surprise.
