I have heard moth balls keep away animals/cats from gardens.

Hope it's not harmful for them though.

there are alot of sprays you can buy now that have an unpleasent smell to cats. Spray some over your gravel.

we have landscape gravel in our yard and to keep our cat from using it as a bathroom we placed a literbox near it then each day we moved it back a few feet tell we had it in the area that we wanted the cat to go. we left the box there for a few months then we removed it totally. our cat has never used the rock again
